Hampstead is a centrally located suburb of Montreal, Quebec. As its own municipality, the team takes care of parking enforcement themselves. With the increase of cars and parking spots, the town started to look for a solution to improve parking enforcement efficiency.
Previously, the town used paper permits for parking enforcement. Residents had these paper permits for their on-street parking. This resulted in an efficiency rate of about 40%.
The goal was to increase this efficiency rate to about 90%. Residents could park overnight without paying for parking, causing issues with permit enforcement and general frustration among locals. Additionally, the town's coverage for parking permits was limited to about three-quarters of the area.
Along with two Picopak mobile LPR cameras on top of a vehicle, Platenforce, Survision's LPR-based Parking Enforcement Solution was integrated with the town citizen web portal, where residents could purchase permits online. Now, the cameras automatically scan license plates while the software checks the permits in real time.
This transition eliminated the need for paper permits and significantly streamlined the enforcement process.
Thanks to this implementation, the team can now read 400 plates in 2 hours.
This means an upsurge in enforcement efficiency of 95%: The team can patrol the whole town two times a day and have extra time to check on parks and do security checks, which is very different from before LPR when they could only cover 3/4 of the area daily.
The new system allows for enhanced enforcement since it makes it easier to identify cars without permits, preventing overnight parking without payment.
Resource allocation is also more efficient now that agents have more time to ensure parking safety, respond to alarms and other calls, and conduct surveillance, which benefits the town overall.
Last but not least, Platenforce helped Hampstead Town employees be much more satisfied with their jobs!
