inNET Monitoring AG is a Swiss engineering and environmental monitoring company specializing in precision measurement and surveillance technologies. In cooperation with cantonal authorities, the company conducts traffic analyzes to determine which roads can be exempted from the reporting requirements under the Swiss Major Accidents Ordinance (Störfallverordnung). 

The Challenge

For roads classified as potential hazardous transport routes, the law requires a short-form safety report (“Kurzberichtspflicht”) and often mandates extensive drainage and civil engineering measures. 

These works typically exceed 100,000 CHF per site. The goal of this project was to use accurate traffic and dangerous goods data to prove that certain through-roads no longer carry significant dangerous transport volumes - and therefore could be removed from the reporting obligation, helping local authorities avoid unnecessary public expenditure. 

The Solution

Lakeridge Hospital in Ontario Canada has turned into LPR for Parking Management

inNET Monitoring AG deployed Survision ANPR cameras equipped with Dangerous Goods Reading Firmware. This intelligent firmware automatically detects and classifies trucks carrying hazardous materials based on their ADR hazard plate markings.

The cameras operate with high-resolution infrared imaging, ensuring reliable license plate and hazard sign recognition even under challenging lighting conditions. All data is processed and visualized in a GDPR-compliant manner within the Survision PLATELIST platform. PLATELIST enables clear visualization of traffic flows, vehicle counts, and the proportion of trucks carrying dangerous goods, supporting decision-making by public authorities.

Results

The implementation of Survision's ANPR and DGR technology enabled inNET Monitoring AG to produce robust traffic data and accurate hazardous goods statistics. These insights serve as an evidence base for cantonal authorities to exempt specific roads from the Major Accidents Ordinance. 

As a result, the authorities can avoid costly and unnecessary infrastructure measures, achieving cost savings in the six-figure range per project — while maintaining safety and compliance.
